Nepal Standards (Certification Mark) Act, 2037 (1980) 

The Nepal Standards (Certification Mark) Act, 1980 establishes a framework for certifying and ensuring the quality of products and services through the use of official certification marks in Nepal.

If you offer industry-related services, or consumer goods, obtaining a Nepal Standard Certification (NS) guarantees the quality and safety of goods for both industries and consumers. 

→Who has the power to make rules with regards to certification?

The Government of Nepal is empowered by the Act to establish a Standards Council responsible for setting standards for goods, processes, or services and applying appropriate marks on them.

Establishing the Nepal Bureau of Standards

The government has established the Nepal Bureau of Standards (NBS) under this Act. It has the authority and carries on the functions of:

(a) Grant licenses or standards certificates.

(b) Conduct inspections or arrange for inspections to promote the standard of goods, processes, or services, and offer technical advice and directives.

(c) Appoint or designate inspectors.

(d) Renew, suspend, or revoke licenses.

(e) Establish agreements outlining necessary conditions prior to issuing licenses.

How can you obtain a license or certificate?

If you are a procedure or manufacturer wanting a standard certification mark, fill out an application in the required format (Schedule-1) and submit it to the licensing office. 

Once you submit an application an inquiry would be conducted:

  • The applicant needs to check if their material, process, or service follows Nepal Standards.
  • The applicant must ensure they have quality control and testing in place to maintain the material’s quality according to Nepal Standards.
  • The applicant should have facilities for inspections to confirm compliance with Nepal Standards.
  • The applicant must provide samples and information for examination, and cover the associated costs.

 

The office may ask the applicant to make changes to their quality control and testing arrangements based on the examination or inquiry.
